Doctor Herstand is a missionary from Alizon who serves as a doctor in Welltower. When Kaehl first meets her she is attempting to care for the sick at the aquifer. She is an extraordinarily charitable person who spends all her time in Welltower caring for the sick, leaving only to attend important meetings in Alizon City[1].
It was Doctor Herstand who first suggested to Kaehl that the outside is better than Welltower.
She eventually takes additional administrative and political duties upon herself in an attempt to keep Welltower safe and healthy. She sends Kaehl on a mission to speak with Mister Jolley and she herself travels with Selda to gather information about the death of Kimm.
